The noble Lord said: My Lords, this amendment comes from the same source. The Bill allows the Secretary of State the discretion to decide whether to consult the Assembly about Bills in the UK Government’s legislative programme. It seems inappropriate for the Secretary of State to decide whether the Assembly should be consulted; that should be a matter for the Assembly itself. We feel quite strongly about that. The amendment transfers the power to determine whether consultation with the Assembly is unnecessary from the Secretary of State to the Presiding Officer in this instance. The Assembly should be the locus of power in this respect. It would enhance the Assembly’s role. I beg to move.
