My Lords, I, too, see a role for the Secretary of State for Wales, particularly with regard to what the noble Lord, Lord Roberts, just said. It was a very cogent point. The negotiation of the block grant for the Assembly is extremely important. The amendment recognises that in the transitional phase of devolution, as the Assembly moves towards full legislative powers, we see a role for the Secretary of State, but the amendment is looking more at the process as a timetable of events.
