Does the hon. Gentleman agree that, if the system for which the Bill provides was in place at the time of the Trooper Williams case, the police evidence would have been collected early and led to an informed judgment earlier that perhaps would not have meant the unacceptably lengthy process that he describes? If that had been done, Trooper Williams would not have gone through what he did.
