Single Payment Scheme

: My hon. Friend makes an extremely good point, and asks an important question. I hope that the Minister will answer it, if I allow him time to do so, along with the many other questions asked this afternoon. I add to the point made by many hon. Members about making partial payments soon—manually if necessary—to tide over farmers with immediate problems.
