On my hon. Friend's point about compensation, given the fact that the bulk of farmers had a clear expectation that they would receive full payment by the end of March, does he agree that there is a reasonable case for compensation to be made by the Government in at least the form of an interest payment on bank overdrafts that have to be carried from April until payments are received?
