: Those developments were against the background of a new scheme that was meant to be simpler and easy to administer. Farmers face hardship locally and nationally. Why have 91 per cent. of Scottish farmers received their single farm payments when only 2.4 per cent. of English farmers had received theirs by the beginning of this week and, I understand, between 13 and 23 per cent. of them have as of today?
