: My understanding of the legal position is that that will not be necessary and that the situation is quite the reverse; the Government have the money available and are not releasing it, but they will face a penalty if it is not paid before the end of June. My hon. Friend has identified the problem for tenant farmers in particular. They have no assets against which they can borrow.
