Single Payment Scheme

Proceeding contribution from Lord Beith (Liberal Democrat) in the House of Commons on Wednesday, 29 March 2006. It occurred during Adjournment debate on Single Payment Scheme.
The factor that should have loomed large in the Secretary of State's mind was that she had chosen to use a more complex system than that used in Scotland and Wales, where farmers had been paid. Having made that decision, she should surely have been aware of the extra effort needed to make the payments system work.
