Does my hon. Friend accept that one of the most astonishing things for those of us who have served in a Government is that DEFRA Ministers were not carefully monitoring the workings of the RPA? Will she press the Government on how Ministers could have been unaware of the catastrophe that was building up? Further, does she agree that this is a matter of ministerial responsibility? An Under-Secretary at least should go—probably the Secretary of State as well.
