Identity Cards Bill

My Lords, the first way in which I know is because there was a general election—a party won and a party lost—and this measure was in the manifesto. The union opposite distorts what, to me, is a clear move towards a stage of compulsion. That is the first way. The second way—I know this is modern—is that we asked people.
