At the risk of being pernickety, the wording of subsection (5), and the use of the expression"““the text need not be in both languages””," does not cover the possibility of the text being in Latin, because it is not one of the two languages specified? In those circumstances, the Minister would have to amend the legislation to say that the text does not have to be in either language, but some other?
