My point about business management is that in order to get this Bill into another place and through I am, to some extent, in the hands of business managers to find me the relevant slots. Part of my reason for being as firm as I could be is that I shall have to continue with my commitment and get the government amendments out in good time so that noble Lords can see them and, we hope, agree them—or discuss them at least—in order for the Bill to make significant progress. So, in a sense, I am deliberately giving myself a strict timetable in order to do what I have to do. I am conscious, none the less, that other legislation is going through both your Lordships’ House and another place and that I must therefore take account of the fact that business managers will need to look at how quickly they can get this through.
