The approved person regime is run by the FSA. I have said before that the FSA model gives us a great deal of guidance. It is a tried and tested regime and, when we are exploring new ground, as we are here, it is often wise to look at what is already in place and to take advantage of it without trying to set up something completely new, particularly when some of these problems are caused by individuals who operate within the area already covered by the Financial Services Authority.
I welcome the Minister’s approach and I hope that it is infectious. I draw attention to the presence of the Government’s Deputy Chief Whip because the Minister has just set an example to all Ministers by tearing up and throwing away her notes and speaking in response to the points that have been made in the debate. Perhaps the Deputy Chief Whip wishes that he had not entered the Committee. The whole Committee would applaud the Minister’s action. I hope it becomes so infectious that it is adopted by many other Ministers when responding to debates. I thank the noble Baroness and beg leave to withdraw the amendment.
