I support my noble friend Lord Hunt. It seems disproportionate to include prison sentences in these clauses. With the well known state of our prisons, the pressures on the Prison Service and the need for rehabilitation rather than punishment, fines should be sufficient. As this is an industry based on fees and monetary considerations, I am sure that the fines could be made proportionate and that prison sentences are unnecessary.
