In pursuing this subject, at some point we should arrive at a reasonably exhaustive list of what bodies are regulated to an extent that they could be exempt. At the last Sitting, I raised the question of insurance brokers, who, as a practical matter, are in the business of putting forward and resisting claims all the time in circumstances that would be covered by the sorts of claims that the Minister listed a few minutes ago. At the same time, I remain interested in the answer to the question: if a claim is made by someone who is authorised, can it be resisted by someone who is not authorised or do the people who resist claims have to be authorised as well?
