I am grateful to the Minister, but could she explain in more detail the decision of the European Court of Justice? Dealing with competition issues on this matter may be outside the scope of EU competences, but, if it is, it seems to me to be within the competence of the UK Government. I am not arguing that there should not be encouragement and competition; I am simply arguing about whose responsibility that is.
