Government of Wales Bill

My right hon. Friend is right. That is a serious issue, which is likely to continue to grow. Indeed, it has become more serious in the past eight years since devolution and it will continue to be a subject of debate. For the purposes of this debate, I shall concentrate on the impact of these measures on the people of Wales, for whom we have a major responsibility, and we will continue to have that responsibility even after part 3 is enacted. If part 4 were ever enacted, however, our responsibility would shift considerably.
