One does get that impression. The only Member to speak against the new clause was the Minister. He was on his own: not a single member of his party supported what he was trying to do. We will press the new clause to a vote, because the Government have not stuck by their promise to help small businesses introduce the system. We ought to be bringing small businesses with us, and the Government are failing in that regard. Question put, That the clause be read a Second time:— The House divided: Ayes 212, Noes 292.
