Work and Families Bill

I am prepared to accept the word of the payroll experts and the experts at Revenue and Customs who have come up with those figures. The time involved in administration is incorporated in those figures. Even if cost were not an issue, there are other issues relating to direct payment that would increase administrative responsibilities. In many instances, the scheme would add new responsibilities for employers, which I am sure is not what Members want. I therefore hope that Members will allow me a little time to explain why the Government believe that the actuality of a direct payment scheme, as well as the burden of costs, would not benefit employers.
