I have a problem, because we are intending to deal with claims management companies, but I do not know whether what we are actually dealing with is claims management services. I am not a parliamentary draftsman; others will know better what that means when in a court than I. I doubt whether it means just claims management companies as set up since the ending of legal aid in 2000. If it did mean that, we would have to say that, would we not?
