The noble Viscount raised an interesting point. I can envisage that there could be some cases in which claims management services could be involved in the resistance of claims, particularly on matters of dispute between two people, neither of whom is wealthy or is conducting a business; disputes over boundaries between houses, for example, which tend to raise a great deal of bitterness and cost a great deal of money. It would be desirable to make it clear that there could be advice or other services in relation to the making of a claim or in relation to the resisting of a claim; that is a fair point, although it would obviously be much less likely. Whether insurance companies will have to be authorised under the legislation, I am more doubtful. However, this is not the time to go into that. No doubt the Minister and her team will consider whether it is a possibility.
I am grateful to the Minister for having welcomed the principle behind this short amendment and I beg leave to withdraw it.
