The FSA regulates insurance companies, so I am not sure that quite meets the point. In terms of the resisting of claims, I hesitate to think how that is quite what these organisations might do. Again, it goes back to the way in which we have constructed the Bill. If we were concerned that in this sector there was an issue around resisting claims we would be able to look at that, and that is the advantage of the way the regulations are set out.
