I am grateful to the noble Baroness for the somewhat limited comfort she has given me on this, but I hope that we will be given not only information, but also amendments to the Bill which will write into it the nature of the organisation or office that is to be set up. While I can see that at this stage the Government may wish to retain some flexibility, with no disrespect at all to the members of the Claims Standards Council, it should have been obvious to the Government from the beginning that the council is not an appropriate body to act as the regulator because of the nature of its membership and the possibility of conflicts of interest.
