If I may quote from the comments made earlier by the noble Baroness, we will hear about this before we reach the Report stage, and I very much welcome that. However, perhaps I may take issue for a moment with her on the conflict with Amendment No. 51. I do not necessarily agree that if Amendment No. 51 is agreed to, we cannot agree to Amendment No. 36 as well. My explanation is that Amendment No. 51 fills in a gap, while action under Amendment No. 36 is awaited. Amendment No. 36 should require the Lord Chancellor to act, but it does not specify a time when the Lord Chancellor is required to designate a regulator, simply that at some point he must do so.
However, the Chairman of Committees has already referred to my speech as a winding up contribution. I had better do so. I beg leave to withdraw the amendment.
