I have not ruled out the FSA. I sought to make the point that we have talked to the appropriate potential regulators. At this stage I have a completely open mind, and I hope to be able to bring forward clear proposals after discussing with Mark Boleat the findings of his report. Those points will assist us in reaching our conclusion.
