The noble Lord said: This is a small amendment to the clause defining services to make it clear that it is not restricted to legal representation in relation to such claims. It is needed because not all of the services will be legal in nature. I refer, for example, to administrative tasks that may be carried out in terms of claims management. No one should underestimate the breadth of the problem with which we are dealing here. I have referred previously to the speech of the noble and learned Lord the Lord Chancellor made in November 2004 when he first warned the industry of the extent of regulation.
