Perhaps I may add to that by agreeing with my noble friend. I was concerned when the noble Baroness said that she hoped that the Bill would emerge at the end of the Report stage in more or less the same form it is in now. As my noble friend has pointed out, that is a rather worrying development, given that she has assured the Committee on Delegated Powers and Regulatory Reform that she will meet all the points it has made. I am sure she will, but that will require some amendment to the Bill.
