Before we leave this amendment, I keep reading the words from the 7th report of the Delegated Powers and Regulatory Reform Committee. They are pretty stern. The committee states:"““In our opinion it is inappropriate that so many key features are here proposed to be left to delegated legislation””."
Unless we have a clearer view of the framework and what will be in the delegated legislation—if it remains delegated and does not come into the Bill—either in Committee or at Report, we have quite a problem.
