I could not agree more with the noble Lord. My ambition is, as soon as we have finished Committee, to have meetings with the noble Lords, Lord Hunt and Lord Goodhart—I said earlier that messages should be winging their way to their offices as we speak, almost—to enable me to go through all the government amendments appropriately and show how they will fit in either with what I have agreed to do in Committee or to address the concerns that I undertook to address. Those include, not least, the concerns of the Delegated Powers Committee. From that, it will be clearer precisely how we move forward on the regulations.
My ambition is to do that as swiftly as I possibly can—from the first working day on which I can get availability thereafter—to deal with those matters. As I said earlier, that is partly so that noble Lords will not feel the need to draft unnecessary amendments if I have already dealt with the issue. That will enhance our proceedings at Report. I must also say that I am rather ambitious. I should like the Bill to emerge from Report, as well as Committee, in pretty much the shape that it is in now. I am sure that the noble Lord, Lord Hunt, will aid and abet me in so doing.
