I should like to clarify one or two further points. The noble Baroness has on several occasions made clear that she will meet all the concerns of the Delegated Powers Committee. She gave that assurance on Second Reading. I therefore presume that if she intends to meet all those concerns, it will be necessary for her to table some amendments on Report. I accept that the final regulations cannot be drafted until the enabling powers are clarified, but the Committee will not be dividing. I suppose that the Minister anticipates that she may make certain concessions that limit or extend the enabling powers, but she can rest assured that the Bill will emerge from Committee in exactly the same form as it entered—unless she has a sudden run in which she accepts every amendment, but I do not detect that that is about to happen. She will understand that we are in entering a tight area in which we will finish Committee next week. We will then embark on Report. We have not yet received much detail about what amendments she intends to table on Report. We have not seen the regulations—neither has she—but she must have something in mind. If, at the earliest opportunity, she could share that with us, it would be so much easier for everyone.
