Compensation Bill [HL]

I support Amendment No. 32. This Bill has had an exceptionally negative response from the Delegated Powers Committee, which is very concerned that it is in the nature of a skeleton Bill and that far too much is left to be spelt out by regulations. Clearly, this is one of those matters. The most simple and direct way of dealing with this would be to say that all claims management services are covered by the Bill.    Of course, there is power for exemptions, authorisations and so on, which could modify the direct effect of that. I would therefore like the Minister to say what the criteria will be for the services to be the subject of an order under paragraph (e) and those services which will not be made the subject of an order.
