I thank the noble Viscount for that intervention. To a large degree, I agree it is important to be precise and I have indicated that we will bring forward the regulations. However, I hope that during our discussions, what we seek to do will be clear. The advantage of secondary legislation, as I have indicated, is that we can also take areas out of regulation when it is clear that there are no issues to be addressed. The noble Viscount at that moment smiled wryly and I can understand that he is looking for evidence of when that has happened. However, one of the ambitions of this legislation is that when issues no longer exist we shall be able to remove them. I also rose to my feet because I realised that I had not answered the point that the noble Lord, Lord Hunt, raised about the Advertising Standards Authority, for which I apologise. I put the piece of paper down too quickly. We have undertaken with the authority research into precisely what is happening in advertising. I think I indicated to the Committee previously that I had considered all the advertising on television and its range. We have asked the authority to consider whether it believes there is any need for it to do anything further on that. As I said, that research has already been funded. The noble Lord raised the important issue of Internet services. I shall take that away and ensure that it is been covered within the research that is being undertaken. I will, of course, report the outcome of that research as soon as I am able. We hope that it will inform us properly what more, if anything, should be done.
