Is it not a fact that the Secretary of State is aware of the sleight of hand that he is pulling off? On 8 December, the date on which the Bill was published without any pre-legislative scrutiny, he said that the Bill would"““give the Assembly more powers, more opportunity and more scope to make decisions.””"
If that is not increasing the competency of the Assembly, I do not know what is.
