Government of Wales Bill

Like the hon. Lady, I thought about voting against the Bill tonight, but I dismissed it for the reasons I gave earlier. These matters now have to go into Committee and it has to be proved that what we are told is to happen will take place. The Government recognise that there is work to be done to put proper flesh on the proposals. Some of the debate has been the wrong way around, as we have heard. It would have been better to have a draft Bill. If there is to be real pre-legislative scrutiny, this Bill would have benefited. These are my tests, and I was not going to vote against the Bill tonight.
