Childcare Bill

My hon. Friend has identified one example in which what the Government said does not appear to match that for which the Bill provides. It is clear from clauses 12 and 13 that there will be an obligation to provide advice and assistance to parents and, in certain circumstances, to provide training to child care providers. Given that none of those is currently a duty under statute, it logically follows that all are new. Why is it that the Secretary of State is right and the head of the early years development partnership in Buckinghamshire is somehow wrong?
