I am very interested in the Minister’s comments. I obviously cannot speak for my noble friend Lord Tyler. I suspect that the Minister and I have the right interpretation, but who are we to guess what it is? If the Minister will carry out what he has said he will do, we may return to this issue in some other guise later in the Bill.
