I feel that I must speak on this matter, particularly as the National Trust was originally founded in Wales. The amount of common land that the National Trust has is substantial, as the noble Baroness said, and it is important that the commoners’ rights are taken account of. For example, the National Trust administers large tracts of the Brecon Beacons and, in our part of the world, some coastal land as well. The matter needs detailed consideration, and I agree with the noble Baroness that the measure seems to have been parachuted in here. I support the amendment.
