It would not be a 12-week consultation in the sense that the noble Baroness and I know it, as formal consultation. It might be an advertisement in local newspapers mentioning the application and allowing a period of, for example, three weeks for responses. Any responses that came in after that time would be considered and put before the national authority.
No, we are not thinking of any legal remedy other than judicial review, but that applies to the whole field of administrative law.
