I am grateful to the Minister. On the process that he described, is he thinking of a formal consultation period of, say, 12 weeks; or is he thinking of an advertisement being placed in a newspaper so that if you happen to see it, you know that it is going on but if not, you do not?
The Minister referred to the fact that the appeal could go to judicial review. As he will know, that is a time-consuming and costly way to deal with the matter. Have the Government considered another way, or is that final?
