Perhaps I may come back to the noble Baroness on the point in a moment because I have not yet answered all the questions put to me by the noble Earl, Lord Caithness. I turn to the frequency of renewal of permission. The Committee will not be surprised to hear me say that it will depend on the context. It may need to be less frequent if the land is well signposted with permissions and perhaps more often if the permission afforded is declared in a newspaper. It would be a matter of fact and degree. That is my best attempt to respond to the noble Earl’s second question. If I have no answer at the moment for the noble Baroness, Lady Miller of Chilthorne Domer, I shall write to her. Commons cannot be upgraded to greens unless there was a historical mistake in the registration of the land as a common, in which case it would be possible to make an application under paragraph 3 of Schedule 1, which we shall, I hope, come on to a little later this afternoon.
