Commons Bill [HL]

The Commons Registration Act 1965, as amended in 2000, provides for land to be registered as a town or village green if the inhabitants of any locality or of any neighbourhood within a locality have indulged as of right in lawful sports and pastimes on the land for at least 20 years. That provision clearly needs to be replaced because the Bill repeals the whole of the 1965 Act. Clause 14 does that. Applications to register greens face substantial problems—
