Before my noble friend responds, perhaps I may say how grateful I am that we did not reach this amendment last week and that my noble friend Lord Vinson has been able to move the amendment himself. It is very important, and we are delighted that the Government will consider it. I congratulate my noble friend and the noble Lord, Lord Greaves, on making this important point.
