I think that I have answered the noble Baroness, but I will try and do so again. I made it clear in both the answers I gave that this Bill does not affect or change CROW. In other words, the rights of access that are allowed under the CROW Act still stand, even when the Bill becomes an Act. That is the answer: CROW prevails. I failed to answer a question about horses. There is doubt about whether ““livestock”” includes horses and ponies. The noble Earl was quick enough to pick up on our Amendments Nos. 153 and 155, which clear up this doubt. We now call them ““animals”” and not ““livestock””. Apparently that gets over the problem.
