This is a very interesting debate on a very interesting topic. The noble Lord, Lord Tyler, was typically modest about his amendments. I do not know if he will forgive me if I do not give my full rebuttal, as it is called, of all the points. I do not think he made them all because he gave way on his amendments to those who spoke later. The issue of the CROW Act appeared in what he had to say and also in what the noble Lord, Lord Greaves, had to say. Let me try to answer those issues. We believe that the CROW Act provides a full regime for managing access to commons with local restrictions where necessary and access management by the local authority. We do not want the Bill to confuse the issue by cutting across those arrangements. I think that that is a sensible approach.
