Commons Bill [HL]

It might be for the convenience of the Committee if I spoke now rather than opposing the Question that the clause stand part. I have some general questions for my noble friend on a subject raised earlier by the noble Lord, Lord Greaves. The constitution, as set out in the Bill and presumably reflected in regulations, is complex for a number of aspiring commons associations. I have two questions. First, what advice will be given by the Countryside Council for Wales to aspiring commons associations? How will all that work, if it works? The same may be true in England. Secondly, if it is expensive to set up a commons association, who do we expect to pay?
