Commons Bill [HL]

It is a draft constitution. As I said, it will be open to consultation before a final version is put before both Houses of Parliament in the normal way. The points made by the noble Baroness will be taken on board. It is important that a standard constitution should have some degree of flexibility. It is meant to aid and assist those who want to have statutory commons associations. It is perhaps worth waiting until the affirmative resolution debate is held rather than opposing the clause standing part of the Bill now. All those points can be put then and the regulations can be voted down, if that is what the House chooses to do.
