I shall write to the noble Lord if I am wrong, but my understanding is that there is nothing between us in what we are seeking to achieve. The points that he has made are points that my noble friend made in debate, as the noble Lord recognised. The issue is whether the amendment does anything to remove any impediment or to make the process easier, apart from making the process automatically move from A to B. I hope that I have explained that, because of the nature of the difference between the statutory association and the voluntary one—I gave the example of its stronger powers in terms of criminal offence—we would have to be assured that the process was fair and equitable, but none of us wish to see it become administratively cumbersome or unnecessarily expensive. I am certain that I can give the noble Lord the assurance he is seeking.
