I have much sympathy with the noble Earl who has just spoken. The principles elicited by the noble Lord, Lord Williams, are fundamental. I totally agree with what he said in relation to the primacy of graziers on common land. It is clear that they need to be the main driving force in this regard. That is referred to in many parts of the Bill. I take the point made by the noble Earl who said that others outwith the area might wish strongly to influence the matter, which might sideline the locality and the strength of feeling in that locality among the graziers to do something specific. Therefore, I strongly support the amendment of the noble Lord, Lord Williams.
