Let me do my best. If areas have to be designated as SSSIs, that gives a hint as to whether they would be considered favourable pieces of land for the setting up of common land for conservation purposes. That is all I meant by the word ““favourable””. I try to explain it in an environmental context. That is the example I have chosen to give.
