The noble Lord is an expert on the CROW Act. He will know that under that Act, the access management grant scheme provides a possible model for channelling funds directly to local authorities for a relevant purpose. While in general terms local authorities have a discretion to spend what money they get in the way they want, there are examples—this is one of them—under the CROW Act where funds are channelled for a relevant purpose—no doubt the relevant purpose is named—and would apply the provisions of Part 1 of the Bill.
